Minutes of the Meeting of Beech Parish Council

held in the Village Hall Lounge on Monday 19 APRIL 2010

09.110        APOLOGIES FOR ABSENCE

           Apologies were received and accepted from Cllr Peter May (work commitments).

 

09.111        RESIGNATION OF COUNCILLOR

           Chairman Ed Neish advised Council that Norman Miles had formally resigned from Beech Parish Council on Friday, 9 April 2010.  Casual Vacancy notices had been posted and unless

           electors request a bye-election, Council would hope to co-opt either at the May or June Council meeting.  All expressed their gratitude to Norman Miles for the extensive work he had done on

           behalf of the parish in establishing the Parish Council in 1999 and being its inaugural Chairman from until 2003.

 

09.112        CONFIRMATION OF MINUTES

  The Minutes of the Parish Council Meeting held on 15 March 2010, copies of which had previously been

  circulated, were confirmed.  Chairman Edward Neish signed them as a true record.

 

09.113 DECLARATIONS OF INTEREST 

           There were no declarations of interest.

 

09.114 REPORTS FROM ADVISORY PANELS AND ITEMS FOR REFERRAL

           I)      Finance and General Purposes Advisory Panel

                    It was agreed that Cllr Anne Burridge would join Ed Neish and Peter May on Monday, 26 April at 7.00 pm to

                    a)      review Annual Accounts for 2009-10

                    b)      review Standing Orders and Financial Regulations

           II)     Development and Planning Advisory Panel

                    a)      Previous applications – EHDC Decisions NOTED:

                             i)   34203/009  188 Medstead Road   Refurbishment of commercial buildings including

                                                         replacement of roofs and timber cladding           PERMITTED

                             ii)  37347/001  October Cottage, 34 Wellhouse Road   Fell one douglas fir        CONSENT

                    b) Notification Of Receipt Of A Planning Appeal – Beechmount, 44 Wellhouse Road

                             Planning Inspectorate Reference: APP/M1710/A/10/2123748/WF – to be decided by Written

                             representations.

                     c)     EHDC – Report of Planning Training session on 30 March 2010

                        Cllrs Ed Neish, Anne Burridge, Gill Young and David Woodroofe and the Clerk had attended and found the session to useful and informative.

           III)    Highways and Footpaths Advisory Panel report:

                    a)      SLR Parish Partnership

                             Awaiting site visit by Hampshire Highways to approve deployment sites. 

           IV)     Community and Environment Advisory Panel report:

                    a)      Improved Broadband for Beech

                             The Parish Plan team had identified that areas of Beech have poor broadband speed.  Council were aware

                             that SEEDA had grants available to assist problem areas.  However, having studied the extensive documentation, it would appear that these grants were primarily targeted at

                             businesses.  The very lengthy and involved application form to register an interest, required information that the Parish Council was unable provide.   However, in order to raise

                             awareness of the problem, Council would contact a number of local and national agencies to highlight the difficulties being experienced in the village.

                                        

09.115 ANNUAL PARISH MEETING

            Held on Monday, 15 March 2010.  There were no matters referred to the Parish Council.

 

09.116 REPORT FROM HAMPSHIRE ALC AND REPRESENTATIVES

            a)     NOTED – Report of meeting between Hampshire Association and National Association on 17 March 2010.

 

09.117 CONFIDENTIAL BUSINESS

            Proposed Ian Gibson, Seconded Gill Young and RESOLVED: That members of the public and press be excluded

            from the meeting for Part II so that matters of a confidential nature could be discussed.

 

09.118 CLERK’S ANNUAL REVIEW

            Following report by Chairman Edward Neish, it was Proposed, Seconded and RESOLVED: That with effect

            from 1 April 2010:

            a)     Clerk’s salary to be increased by 1.00% on 09/10 rate.

            b)     Clerk’s hours and all other terms and conditions to remain unchanged.

 

09.119 FINANCE

a)  Summary Receipts & Payments for 4th quarter to 31 March 2010 presented to Council showing bank

     reconciliation NOTED as follows:-

        Current account balance                               536.82                       

       Less: Cheques drawn but not debited

b)  Annual Accounts to year-ending 31 March 2010 to be reviewed by F&GP on 26 April and presented to Council for approval at May meeting, including completion of Annual Return. 

     Annual External Audit set for 12 July 2010.

c)  Payments authorised:      

                 Proposed: Cllr Gill Young, Seconded David Woodroofe and RESOLVED:

                 i)   Mrs Sheron Gillard: Clerk’s Net Salary, Allowance and expenses (April 2010)            £457.47

                 ii)  HCC - Pension Payments (employer’s & employee’s contribution for April 2010)     £115.31

                 iii) The Hampshire Playing Fields Association – annual subscription                                  £20.00

                

09.120 CORRESPONDENCE

            The following items were formally received:

                   Community First East Hampshire – Acknowledgement and thanks for donation.

 

09.121 MEETING DATES

            Confirmed the next scheduled Council Meeting would be the Annual Council meeting to be held in the Village Hall

            on Monday, 17 May at 7.30 pm (Public Question Time 7.15 pm).
