held in the Village Hall on Monday 17 AUGUST 2009

QUESTION TIME:

Mr D Mitchell, Mr C J Britchford, Mr N Adams, Mr C L Childes, Mrs J Hitchcock.
Concerns
were raised regarding the Strategic Housing Land Assessment being carried out
by EHDC to
identify
possible future housing sites. Two plots
had been put forward by landowners in Beech for
consideration
i) land adjacent to Beechcote and ii) 2 & 2a King’s Hill. Neither Council nor neighbours had
currently
been consulted on this matter. Clerk to
contact District Council to clarify position and to request
an
opportunity for consultation and, if necessary, extension of decision
date.
(Public
Question Time Attendees did not remain in attendance for following Council
Meeting).
09.32 APOLOGIES FOR ABSENCE
Apologies were received and accepted from Councillors Anne
Burridge, Ian Gibson, Norman Miles and Gill
Young.
09.33 CONFIRMATION OF MINUTES
The Minutes of the Parish Council Meeting held
on 20 July 2009, copies of which had previously been
circulated, were confirmed. Chairman Edward Neish signed them as a true
record.
09.34 REPORTS FROM ADVISORY PANELS AND ITEMS FOR
REFERRAL
I) Development
and Planning Advisory Panel
a) One applications was considered. Proposed, Seconded and RESOLVED that the
comments of the
Council be
forwarded to EHDC as follows:
i) 36906/001
Timbers, 58 Wellhouse Road
Detached dwelling and double garage following
demolition
of single storey dwelling.
NO OBJECTION
with following comments:
1. A
scheme for preventing surface water from the site discharging on to the
adjacent highway
should include positive drainage at
bottom of drive, demonstrated by calculation including
soakage
tests at the actual soakaway/attenuation location.
2. To ensure Wellhouse Road is not blocked or damaged by
construction traffic.
3. Council supports ecological report
recommendations and would welcome inclusion of energy
efficient
design proposals.
b) Enforcement Notice Planning Appeal – 30 King’s Hill
Appeal to be
determined by Written Representations to be received by 4 September 2009. Council
agreed to write to
the Inspector to support the action taken by EHDC’s Planning and Compliance
Officers in issuing
the Enforcement Notice.
