11.29 APOLOGIES FOR ABSENCE
Apologies were received and accepted from Councillor Bryan
Harrison and Clerk, Mrs Sheron Gillard.
11.30 CONFIRMATION OF MINUTES
The Minutes of the Parish Council Meeting held
on 18 July 2011, copies of which had previously been
circulated, were confirmed. Chairman David Woodroofe signed them as a
true record.
11.31 DECLARATIONS OF INTEREST
There were no declarations of
interest.
11.32 REPORTS FROM ADVISORY PANELS AND ITEMS FOR
REFERRAL
I) Development
and Planning Advisory Panel
a) One application was considered.
Proposed, Seconded and RESOLVED that the comments of the
Council be forwarded to EHDC as follows:
i) 34203/010
Bankside, 188 Medstead Road Conversion of workshop/office building to
self-contained
dwelling with parking and landscaping OBJECT for the following reasons:
1) Development lays outside the settlement boundary.
2) A similar application had previously been
refused in 2005 and dismissed on appeal in 2006 on
the grounds that "the proposal would represent a new
dwelling in the countryside which would
detract from the character and appearance of the
countryside.”
3) It would be contrary to Policies E6, C2, UB3 of the Hampshire County Structure Plan 1996-2011 (review);
Policies
GS1, GS2 and ENV2 of the East Hampshire District Local Plan: First Review and
Policies
GS1, GS2 and GS3 of the East Hampshire District Local Plan Second Review.
4)
The current application does not recognise the reality of the site, as the application
proposes to
connect to a main storm drain that does not exist in
Medstead Road.
Council’s
further comments:
1)
If EHDC are minded to grant planning
permission there must be a condition that all surface water is retained
and disposed of on site. This should be demonstrated by
soakage tests to BRE365 and calculations.
2)
The existing commercial premises be
checked for compliance with Building Regulations pertaining
to residential use.
11.33 NEXT MEETING
Confirmed that the next Council Meeting would be held in
the Village Hall on Monday, 19 September
2011 at 7.30 pm preceded by Public
Question Time at 7.00 pm (PC McLaren in attendance).
