10.90 APOLOGIES FOR ABSENCE
Apologies were received and accepted from Cllr Gill Young
(unwell).
10.91 CONFIRMATION OF MINUTES
The Minutes of the Council meeting held on 17
January 2011, copies of which had previously been
circulated, were confirmed. Chairman Edward Neish signed them as a true
record.
10.92 DECLARATIONS OF INTEREST
Three Councillors declared interests in planning application
24865/002 as follows:
i) Cllr Ian Gibson declared a Personal and Prejudicial Interest, his
interest being that his company is providing
design services to the
applicants. Cllr Gibson took no part in
the Council’s discussion or decision on this matter.
ii) Cllr David
Woodroofe declared a Personal Interest, his interest being that he is an
immediate neighbour of
the applicants. Cllr Woodroofe took no part in the discussion
or decision on this matter.
iii) Cllr Bryan
Harrison declared a Personal Interest, his interest being that the applicants
are personal friends.
Cllr Harrison took no part in the discussion or
decision on this matter.

comment: BPC are increasingly concerned about the loss of vegetation through
clearance on this site and would recommend that the applicant
should be asked to submit
a method statement demonstrating that the retaining
structures, on this steeply sloping site,
and the Works to dispose of all surface water within the
site can be implemented without
damage to any of the retained vegetation to avoid risks of
flooding to the proposed development
and the adjoining properties.

c) Local Planning Application Requirements
Following consultation (to
which Beech Parish Council responded in depth) EHDC had adopted the above document
which
sets out the information required to support a valid planning application.
Following recent planning
decisions from EHDC, Cllrs were concerned that these
rules were not being
applied
universally, since material information had been missing from certain applications
considered in
the
past few weeks. They expressed surprise
at the dearth of information on many applications and the
precedence
set by the use of a planning decision too old to be included on website (and
which pre-dated
the establishment of Beech Parish
Council by approximately 20 years) details of which had not been
provided
in the application. Having concerns for
future applications and the amount of weight given to
Parish Council comments,
Clerk to write to the Head of Planning at EHDC expressing these concerns and
requesting
clarification of their procedures.
III) Highways
and Footpaths Advisory Panel:
a) East Hants Highways HAT meeting
To be held in Petersfield Library on Tuesday, 29 March at 10.00 am. Council approved attendance of Cllr Bryan
Harrison,
subject
to items on the agenda (to be issued 7 days before meeting) being of relevance
to Beech.
b) SLRs – Draft Partnership Agreement
This had been drawn up by
Medstead Parish Clerk and would be circulated to all Councillors for their comments.
IV)Community
and Environment Advisory Panel:
a) A presentation by the Community Responders to be arranged
for after election and Annual Council Meeting.
10.94 EAST HAMPSHIRE LOCAL DEVELOPMENT FRAMEWORK
Councillors had considered the draft
Green Infrastructure Strategy document and had no comments to forward to
EHDC.
10.95 PARISH
PLAN
With the assistance of Linda Munday, EHDC ‘s Community Planning
Co-ordinator, all previously interested
parties had
been invited to a meeting on Tuesday, 22 March at 7.30 pm to discuss ideas for
progressing the Plan
since
without a Parish Plan, the village would struggle to gain support from District
and County for any future projects.
10.96 BROADBAND FOR BEECH
All considered that the production of
a Parish Plan, highlighting the need for effective broadband throughout the
village,
would be the most effective route for progressing these requirements.
10.97 Report from HAMPSHIRE
ALC and REPRESENTATIVES
The next meeting of the District
Association would be held on Wednesday, 9 March at Liss
Village Hall at
7.30 pm and would be attended by Cllrs Gill Young and Peter May.
10.98 ROYAL WEDDING APRIL 2011/QUEEN’S DIAMOND
JUBILEE 2012
The Council considered various
options for marking the Royal Wedding in the village and would liaise with the
Village Hall on how to do this and
the costs involved before making a final decision. Any decisions regarding
the Queen’s
Diamond Jubilee would be left to the newly elected council but might include
tree planting and/or a
commemorative
coin for the children of the parish.
10.99 ANNUAL PARISH MEETING
To be held on Monday, 21 March at
7.00 pm in the Lounge Bar of the Village hall immediately followed by March
Council Meeting,
after which local refreshments would be served.
10.100 COUNCIL ELECTIONS
Clerk had circulated nomination packs
to all Councillors. Completed forms need
to be submitted to EHDC
between 25
March and noon on 4 April.
10.101 FINANCE
I) Annual
Accounts 2010-11
a) Clerk reported that Mr Frank Silcock had
carried out an Interim Internal Audit on 27 January. He would provide
Council
with full report after completion of year-end audit in April.
b) Annual
Risk Assessment – RESOLVED: That the Council, having undertaken a Risk
Assessment exercise, is
satisfied
that all identifiable risks are adequately covered, as per attached schedule.
c) Internal
controls – RESOLVED: That the Council, having reviewed its system of internal
control, is satisfied that
its
procedures are adequate and effective in preventing and detecting fraud and
corruption.

MEETING
Confirmed
that the next scheduled meeting of the Council would be held in the Lounge Bar
of the Village Hall on Monday,
21 March 2011 immediately following the Annual Parish
Meeting at 7.00 pm.
Local refreshments would be served after the Council meeting. Time would be made available for Public
Question Time and Participation.
