06.76 APOLOGIES FOR ABSENCE
Apologies were received from Edward Neish
(family holiday), June May (family holiday) and Norman Miles
(unwell).
06.77 CONFIRMATION OF MINUTES
The Minutes of the Council
meeting held on 20 November 2006, copies of which had previously been
circulated,
were
confirmed. Chairman John Henderson
signed them as a true record.
06.78 REPORTS FROM ADVISORY
PANELS AND ITEMS FOR REFERRAL
I) Development & Planning Advisory Panel
a) One applications had been
considered: Proposed, Seconded and RESOLVED: That Council’s
comments
be confirmed as follows:
i) F30797/014/FUL Rear of 10
Kings Hill Two dwellings following
demolition of units
Subsequent to a site meeting by EHDC’s
NE Planning Committee on 2 February 2007,
BPC’s Planning Panel had made the
following additional comments:
Following
the site meeting held on 2nd February Beech Parish council accepts
EHDC assessment
that the site has the benefit of 3 residential units (the
bungalow and two timber clad buildings
subject to the granted Certificates of lawfulness as
dwellings). In order to achieve the benefit to
the amenity in general resulting from the removal of the
unsightly former agricultural buildings
we are furthermore prepared to accept:
A. The repositioning of the units on the site (though we would
prefer that unit 1 be located lower down on the site adjacent to the proposed
position of unit 2.
B. The increase in proposed floor area by marginally in excess of
50% as proposed.
Therefore Beech Parish Council proposes No
objection to the application subject to the following conditions being imposed:
1. With the exception of the Bungalow and Stables all other
buildings to be removed from site edged red and adjoining land edged blue on
the site plan.
2. The residential curtilage to be restricted to the site area
edged red. All other land in the control of the applicant edged blue to
be either retained as or reinstated to agricultural land only (to include
equestrian grazing) on the understanding that the existing stables as shown to
be retained.
3. Adequate measures to be implemented to prevent surface water
runoff from the site onto Kings Hill, Beech or onto adjoining properties.

which seemed contradictory.
c) EHDC Planning Services
Changes
Council felt that EHDC’s
proposals for all planning applications to be provided electronically to
Councils were being brought in too quickly and did not take account of those
who do not have, or choose not to have, access to the internet. All Councillors considered it preferable to
have hard copies of a readable size, both for their own use, for public inspection
and during debate. Therefore, in
response to a second letter received from EHDC offering assistance with this
change, Council to request EHDC to provide Beech Parish Council with an A3
inkjet printer and suggest they run local training sessions for Councils on how
to use the internet and specifically the EHDC Planning website.
III) Highways and Footpaths Advisory Panel
a)
Clerk reported that whilst a member of
Hampshire Highways would be willing to meet with Councillors
on site to discuss problems with surface water, they
would not have any viable solutions to offer.
Clerk
was advised that ditch clearance would be carried out in the summer as well as
surface
dressing of
Councillor Ian Gibson
reported that the gullies at junction with
causing
dangerous water accumulation on this busy road.
Clerk to request gully clearance.
b)
HCC Countryside Access Plan for Hampshire –
Councillors Ian Gibson and Jenny Paterson completed
survey
document.
IV) Community
and Environment Advisory Panel
a)
HCC - Improving Accessibility in Hampshire –
no Councillors available to attend conference on 21
March.
b) Transport Representative – Clerk to request job
specification and consider relevance to Beech.
06.79 STANDING ORDERS & FINANCIAL REGULATIONS
Council adopted and Chairman signed
revised Standing Orders and Financial Regulations as approved at
January meeting.
06.80 CODE OF CONDUCT
Chairman John Henderson provided
Councillors with a copy of response submitted by EHDC’s Standards
Committee to
consultation document from the Department of Communities and Local Government. Beech
Parish Council to
write to DCLG fully supporting the views of EHDC’s Standards Committee.
06.81 ANNUAL
PARISH MEETING
a) Format – Community
Police Officer Lucy Ryan and County Councillor Mark Kemp-Gee to be invited to
attend. This to be advertised as
widely as possible.
b) Chairman John
Henderson to produce Annual Report for presentation at meeting and inclusion in
next Beech
Newsletter.
06.82 PARISH COUNCIL ELECTIONS
To be fully advertised at APM. Clerk hoping to have information packs for
potential new councillors,
provided
by NALC, available at APM.
06.83 BEECH VILLAGE HALL
Chairman Peter Cox had reported that
social events since the New Year had been well supported and had been
delighted
that over 60 people had attended the first monthly social evening held on
Friday, 26 January.

06.84 FINANCE
a) Annual Accounts 2005-06 – Clerk reported that
the external audit had been satisfactorily completed.
The
required notices had been posted.
b) Annual Risk Assessment: RESOLVED: That the Council,
having undertaken a Risk Assessment exercise,
is satisfied that all
identifiable risks are adequately covered, as per attached schedule.

06.85 REPORT OF HAPTC
REPRESENTATIVES
The next Executive
meeting at HAPTC would discuss possibility of opting out of NALC and the
creation of a
national
database of Councils. Clerk to report
Council’s comments to Councillor Miles for presentation at
that
meeting.
