10.77 APOLOGIES FOR ABSENCE
There were no apologies for absence.
10.78 CONFIRMATION OF MINUTES
The Minutes of the Council meeting held on 13
December 2010, copies of which had previously been
circulated, were confirmed. Chairman Edward Neish signed them as a true
record.
10.79 DECLARATIONS OF INTEREST
Cllr Ian Gibson declared a Prejudicial Interest in
planning application 53087, 26 King’s Hill his interest being
that the applicants’ architect
was his immediate neighbour with whom he has worked professional for many years.
Cllr Gibson took no part in the Council’s discussion or
decision on this matter.
10.80 PUBLIC PARTICIPATION
Three letters of objection to planning application 20795/006 Treetops, 47 Wellhouse Road had been received by Council and circulated to all Councillors.
10.81 REPORTS FROM ADVISORY PANELS AND ITEMS FOR REFERRAL
I) Development
& Planning Advisory Panel
a) The Council considered two applications. Proposed, Seconded and RESOLVED that the
comments of the Council be
forwarded to EHDC as follows:
i)
53087 26
King’s Hill Two storey extension to
side, pitched roofs to dormer windows, porch to
front and detached garage to front. NO OBJECTION with following comment:
Council
request that consideration be given to the adequate provision for the disposal
of surface water on site to avoid discharge onto highway.
ii) 20795/0006 Treetops, 47 Wellhouse Road
Increase in roof height to create first floor, two storey extension to
front forming garage with habitable roof space following demolition of existing garage. OBJECT for the following reasons:
Insufficient
information given to allow application proper consideration:
1. The site plan gives no indication of
absolute or relative levels on what is a sloping site. The applicant should demonstrate the
relationship of the new ridge to existing
and also relative to the adjoining properties.

no. 6 ‘developments should be no higher than
two-storey
and not significantly higher than surrounding buildings unless, for example,
the contours of the land allow for a higher, but appropriately proportioned, building.’
2. Plans are very basic for this scale of
development; there are no existing plans/elevations to allow comparison with
new; no red line
plan which does not allow for comment on overall site size;
and there is no design or access statement.
3. There is no mention of surface water
disposal. This must be within the site
and demonstrated to function adequately without overflow
offsite onto adjoining properties or, most importantly, the
public highway.
4. Environmental Health have drawn attention
to possible landfill which may relate to the dell adjacent which is used for
disposal of highway
drainage. Any existing
highway drainage arrangements must not be adversely affected.
Should
EHDC be minded to permit this development, Beech Parish Council request that
applicant be required to provide, and have approved, a Traffic
Plan to prevent damage to,
and obstruction of, the highway.
b) Previous applications – EHDC Decision NOTED:
i) 28460/003 27 & 29 Snode
Hill Two storey and single storey
extension to front and detached garage to front following demolition of two
storey extension and garage. PERMITTED
ii) 31814/009 Wyards Farm New oak
framed outbuilding for garden storage/workshop and garaging with ancillary
staff accommodation above following demolition of existing building. WITHDRAWN
c) The Journal of Local Planning
Cllrs to view free copy of first
edition before agreeing to an annual subscription.
III) Highways
and Footpaths Advisory Panel:
a) Additional grit bins had been provided by HCC in Wellhouse Road.
Clerk reported that a further bin may be made available by Highways for
use on Snode Hill but is subject to
confirmation. Cllr Ian Gibson to consider suitable siting.
IV)Community
and Environment Advisory Panel:
a) East Hampshire Passenger Transport Forum to be held on Wednesday, 23
March 2011 – Council to request notes of the meeting.
b) Mobile Library Update – to be circulated to Councillors. New proposals would continue to provide a service
to Beech (one stop at the Village Hall) but less frequently ie.
once every 4
weeks.
10.82 PARISH
PLAN
Parish Council, with the assistance
of Linda Munday,
EHDC ‘s Community Planning Co-ordinator, to hold meeting with Parish Plan
Steering Group before end of February to progress ideas for Plan.
10.83 Report from HAMPSHIRE
ALC and REPRESENTATIVES
a) Localism
Bill – the proposed amendments by Hertfordshire, Hampshire, Northampton and
Suffolk County Associations were considered and supported.
b) December
District Association meeting had been cancelled due to weather conditions. Cllrs Gill Young
and Peter May to attend next meeting on Wednesday, 9 March 2011.
10.84 COMMUNITY RESPONDERS
Presentation to be
made prior to February Council meeting on Monday, 14 February 2011. A prompt start at 7.00 pm would be required
to allow sufficient time for presentation, questions and
Council meeting. Press release to be sent to
the Alton Herald to encourage good attendance.
10.85 ANNUAL PARISH MEETING
To be held on
Monday, 21 March at 7.00 pm immediately followed by March Council Meeting. It was hoped to keep the Council business to
a minimum so that those attending the APM would
remain to speak with Councillors and enjoy refreshments after the Council
meeting. County Councillor Mark Kemp-Gee
had confirmed his attendance.
10.86 COUNCIL ELECTIONS
The next Beech Newsletter would focus
on the need for new candidates to come forward to take the seats of those
current Councillors retiring. The
election of, rather than the co-option of
Councillors,
had become even more essential under new legislation. Information regarding a Councillor’s role was
available through EHDC, the County Association and Clerk. A brief guide
to serving
as a Beech Parish Councillor to be posted on notice boards and website. Clerk would obtain nomination packs.

MEETING
Confirmed
