Prior to the Council meeting, members
of the press and public joined Councillors to open the footpath
recently installed by Hampshire
Highways. (see later Minute under
‘Highways & Footpaths Panel).

06.24 CONFIRMATION OF MINUTES
The Minutes of the Council
meeting held on 19 June 2006, copies of which had previously been circulated,
were confirmed. Chairman John Henderson signed them as a true
record.
06.25 REPORTS FROM ADVISORY
PANELS AND ITEMS FOR REFERRAL
I) Development & Planning Advisory Panel
a) One application had been considered: Proposed,
Seconded and RESOLVED: That Council’s comments
be confirmed
as follows:
i) F49466/OUT Tollens,
Basingstoke Road Outline: Agricultural
workers bungalow and
associated access
after demolition of garage. OBJECT
for following reasons:
1. The size of the agricultural holding
cannot justify an additional dwelling
on the
grounds of agricultural need.
2. If EHDC is minded to approve this
application then an agricultural tie
should be
included.
b) To
consider new applications:
Two applications were referred to Panel for consideration:-
i) F28390/005/OUT 116 Medstead Road Outline: Dwelling with associated access
ii) F31495/004/FUL Roughwood House, 22 Wellhouse Road Two storey extension to rear
and
installation of two dormer windows to garage.

II) Highways and
Footpaths Advisory Panel:
a) A339 Basingstoke Road – Proposal to extend 40mph limit to just
beyond Valley Nurseries being
progressed
by HCC. Council to write to HCC in
support.
b) Grass cutting – Councillors expressed concern about
poor visibility at Medstead Road/A339 junction
due
to uncut grass. Clerk to contact
HCC/EHDC as appropriate.
c) Medstead Road Footpath
Chairman
thanked Councillors Patrick Burridge and Mark Kemp-Gee for their efforts in
securing
funding
for the path and Councillor Ian Gibson for planning and subsequently
supervising its
construction. Councillor Gibson had contacted Hampshire
Highways requesting final items in
specification
to be completed.

06.28 REPORT FROM DISTRICT COUNCILLOR
Councillor Patrick Burridge updated
Council on progress of South East Plan now with the Department of
Communities and Local Government.
06.29 REPORT FROM HAPTC REPRESENTATIVE
Councillor Norman Miles reported
that a White Paper relating to Local Government is expected to be
issued late Autumn; its content is
uncertain.
The Executive Committee had approved
a proposal for HAPTC AGM which, if passed, would increase
affiliation fees for Beech Parish
Council by approximately 11%. This is
partly due to the way fees were
calculated and partly because grants
from HCC had been reduced.

Next meeting of the East Hampshire
Association would be held on 13 September.

06.31 NEXT MEETING
Confirmed that the Finance & General Purposes
Panel would be held on Monday, 12 September and the next

Hall on Monday, 18 September 2006 at 7.30pm preceded by Parishioners’ Question
Time at 7.15 pm.
