Minutes of the Meeting of Beech Parish Council

held in the Village Hall on Monday 16 July 2007

Mr Nick Hazlitt, Area Manager for the Forestry Commission, had been present during Public Question Time to answers questions from Council and public. 

 

07.28   APOLOGIES FOR ABSENCE

Apologies were received and accepted from Peter May (annual leave).

 

07.29   CONFIRMATION OF MINUTES

The Minutes of Council Meeting held on 18 June 2007, copies of which had previously been circulated, were confirmed.  Chairman Edward Neish signed them as a true record.

 

07.30   REPORTS FROM ADVISORY PANELS AND ITEMS FOR REFERRAL

           I) Development & Planning Advisory Panel

               a)   Two applications had been considered: Proposed, seconded and RESOLVED: That Council’s comments

                    be confirmed as follows:

                   i)  F37851/009/LBC   Donkey Wheelhouse, Wellhouse Road  

                             Re-clad existing structure with timber featheredge.                                   NO OBJECTION

                        Clerk to contact EHDC case officer to confirm whether cladding materials proposed had been chosen

                        after consultation with the Conservation Officer.

                    ii)  F37851/010/FUL   Donkey Well, Beech Barns, Wellhouse Road

                             Detached dwelling with associated access and parking.                            NO OBJECTION                                 Comment: Council welcomed attention to detail and modern design in accordance with Beech’s

                        Village Design Statement.

II)  Highways and Footpaths Advisory Panel:

    a)         Notification had been received from Highways of a road closure on King’s Hill for approximately 5 days            from 20 August to allow work by Openreach (BT).  Notices had been placed on boards and website.             b) Rights of Way Consultation – circulated to Panel.

     c)         Footpath maintenance.  Grass and hedges had been trimmed.  Agreed that systemic weedkiller to be

            applied to path surface only.

III)Community and Environment Advisory Panel

     a)         Cemetery – EHDC had provided details of a Consultant.  Clerk to acquire details of their services and

            likely costs for any future feasibility study. 

                

07.31   PLANNING WHITE PAPER

             Norman Miles and Ian Gibson to liaise on comments to be forwarded to HAPTC for inclusion in their response

             by early August.

 

07.32   SOUTH DOWNS NATIONAL PARK

            Council approved attendance of Norman Miles at the EHDC briefing/seminar on proposals to be held on

            Thursday, 26 July.

07.33   TRAINING

           a)               Anne Burridge, Peter May, David Woodroofe and Gill Young had attended core training for new councillors run by HAPTC.  All had found the sessions useful and enjoyable.

           b)               Code of Conduct – EHDC training held on 19 June 2007 had been attended by Chairman Ed Neish, Councillors Ian Gibson, Anne Burridge, Norman Miles and Gill Young and the Clerk.

           c)               EHDC Planning Training – Clerk to book 5 places for session being held on 16 October 2007 at the Alton Assembly Rooms at 7.00 pm.

 

07.34   FINANCE

           a)   Council approved the adoption of new NJC Car Allowances from 1 April 2007.

           b)   Receipts & Payments Summary for 1st Quarter to 30 June 2007 NOTED.  Councillor David Woodroofe

              checked balances with bank statements.

           c)   Payments authorised:   

               Proposed Gill Young and Seconded by Anne Burridge RESOLVED:                                               

              i)    Mrs S Gillard: Clerk’s Net Salary, Allowance and Administration Expenses (July 2007)         £383.90

               ii)  HCC – Pension Payments (employer’s & employee’s contribution for July 2007)                    £94.35

              For payment 24 August 2007

              iii)  Mrs S Gillard: Clerk’s Net Salary, Allowance and Administration Expenses (Aug 2007)         £352.71

              iv) HCC - Pension Payments (employer’s & employee’s contribution for Aug 2007)                  £  86.41

07.36   DATE OF NEXT MEETING

  Confirmed that the next meeting of the Council would be held in the Village Hall on Monday, 17 September 2007

  at 7.30pm preceded by Parishioners’ Question Time at 7.15 pm.
