08.24 CONFIRMATION OF MINUTES
The Minutes of the Parish Council meeting held
on 16 June 2008, copies of which had previously been circulated, were confirmed.
Chairman Edward Neish signed them as a true record.

Cemetery – A meeting with representatives of the
Abbey had been arranged for Wednesday, 13 August. It was agreed that Chairman Edward Neish and
Councillor Norman Miles would attend on behalf of the Council. It was expected that District Councillor
Patrick Burridge would also be in attendance.
08.26 VILLAGE HALL
Proposed, Seconded and RESOLVED: That Standing
Orders be suspended to allow Mr Peter Cox, Chairman of
Beech Village Hall, to report to
Council.
Mr Cox advised that the recent
Fete and Hog Roast had been well attended and that 143 tickets had been sold
for
the Big Band Concert and Picnic.
Work on ground works was expected
to start in next few weeks. The Big
Lottery had requested a meeting with
BVH on site next week. Plans had been submitted for Building Regulations
approval.

Peter Cox and Phil Ladds to attend
Council meeting on 15 September to update Council on progress and funding.
Village Hall AGM to be held on 23
September 2008.
Standing Orders reinstated.
Council considered Village Hall’s
request for a phased payment of approved grant monies in September, which
was agreed in principle. Chairman and Clerk to liaise with Village
Hall Treasurer to agree exact dates.
Beech
Village Hall’s Business Plan was received for consideration in relation to
grant request considered at June
meeting.
08.27 TRAFFIC
a) Village 30
Mott MacDonald acting for HCC on the Village 30
programme expected to arrange site meeting with Council
during August. Councillor Ian Gibson to liaise and provide
report at next meeting.
b) Speed
Indicator Signs – Clerk advised Council that a response had been received from
Hampshire Highways
and manage Speed Indicator
Signs on the basis that the Parish Council are not authorized to undertake or
arrange works upon the public
highway. However, the request is being
considered in more detail.
Additionally, the County
Council preference is for Speed Limit Reminder Signs. They hope to offer a scheme
later in the financial year
whereby units are provided and sited by the County (in liaison with Parish
Council);
Parish Council would be
required to fund movement of units and provision of posts.
08.28 Report
of HAMPSHIRE ALC REPRESENTATIVE
Councillor Norman Miles reported
that he and the Chairman of District ALC were due to meet with the Leader
and Chief Executive of HCC and hope
to arrange a pre-meeting with officers at EHDC in August.
08.29 FINANCE
a) Annual Accounts 07/08 – Clerk advised that the
Internal Audit had been satisfactorily completed (full report
from Mrs Sandie Fisher to follow). Annual Return had been forwarded to External
Auditor.
b) Summary Receipts & Payments for 1st
Quarter ended 30 June 2008 presented to Council. NOTED.
