06.14   APOLOGIES FOR ABSENCE

           Apologies were received from Councillors Norman Miles, Patrick Burridge and Jenny Poole.  Council sent

           sincere best wishes to Councillor Jenny Poole on the occasion of her marriage.

 

06.15    CONFIRMATION OF MINUTES

  The Minutes of the Council meeting held on 15 May 2006, copies of which had previously been circulated, were

  confirmed.  Chairman John Henderson signed them as a true record.

 

06.16   MATTERS ARISING FROM PREVIOUS MINUTES

           a)     Notice Board

                   Chairman thanked Councillor Edward Neish for undertaking the work of re-siting the Council’s damaged

                   notice board.  Further maintenance work to the board to be arranged.

 

06.17   REPORTS FROM ADVISORY PANELS AND ITEMS FOR REFERRAL

           I)      Finance & General Purposes Panel

                    Meeting on Monday, 12 June 2006 had been cancelled.  Meeting re-scheduled for Monday, 11 September

                    2006 at 7.30 pm.

           II)     Development & Planning Advisory Panel

                    a) Previous applications – EHDC Decisions NOTED:

                        i)   F32221/009/TPO   Lansdales 108 Medstead Road  

                             Fell two ash and one beech tree                                                                   CONSENT

                    b) Notice of Planning Appeal NOTED:

                        i)   F34203/008/FUL   Land adjoining 188 Medstead Road 

                             Two storey dwelling with integral garage after demolition of remaining light industrial units.

           III)   Highways and Footpaths Advisory Panel:

                    a) Footpath Survey – Sunday, 18 June

                        Three routes at top of Wellhouse Road had been surveyed from 8 am – 6 pm on behalf of the

                        Countryside Service at Hampshire County Council.  

                    b) King’s Hill Repairs

               Further work had been carried out during recent school holidays (only time that road can be shut

               because of school transport).         

          c) Wellhouse Road verge damage – copy of Clerk’s letter to Chief Engineer to be sent to Planning

               Department at EHDC requesting comment.  Chief Engineer’s office had advised Clerk that kerb stones

               had been laid outside properties in Medstead Road to reduce damage by contractors’ vehicles turning

               into Wellhouse Road and that road surface would be repaired by Highways once building works

               complete.

          d) Medstead Road Footpath

               Nearing completion.  County Councillor Mark Kemp-Gee to be invited to formally open path before next

               Council meeting on Monday, 17 July 2006 at 7.00 pm. 

           IV)   Community and Environment Advisory Panel

                    a) Litter – Councillor June May confirmed that a litter pick had been carried out along King’s Hill by

                        Bushy Leaze.  EHDC to be thanked.

                    b)     Outcome of Consultation regarding Primary Care Trusts, Ambulance Trusts and Strategic Health

                             Authority arrangements in Hampshire

                             Councillor June May updated Council on new arrangements. There will be a single Primary Care Trust

                      for the administrative area of Hampshire, with Southampton and Portsmouth having their own PCTs.

                             There will be a single NHS Ambulance Trust for Hampshire and Thames Valley to be known as the

                             South Central Ambulance Service NHS Trust. It will provide ambulance services to the majority of

                             Hampshire, including Southampton and Portsmouth. Ambulance services in north east Hampshire will

                             be provided by the South East Coast Ambulance Service NHS Trust. There will be a new South Central

                             Strategic Health Authority. This will cover the geographical counties of Berkshire, Buckinghamshire, H                      Hampshire, Isle of Wight and Oxfordshire.  

                    c) HCC – Hampshire Minerals and Waste Development Framework – Strategy Regulation 28 Public

                             Consultation – referred to Panel.

                    d) Road Policing Community Reassurance Team – referred to Panel.

 

06.18    REPORT FROM BEECH VILLAGE HALL

            Amended new building plans still awaited.  Recent quiz, fete/hog roast had been very successful.

            Path across green – Council and Village Hall Committee to continue discussions.

 

06.19    EAST HAMPSHIRE TRANSPORT FORUM

            No members of the Council were available to attend meeting on 18 July 2006.

 

06.20    FINANCE

a)  Payments authorised:

            b)  Bank Accounts moved to HSBC as of 19 June 2006.

            c)  Council approved adoption of new NJC Car Allowances from 1 April 2006.

                                               

06.21    CORRESPONDENCE

06.22  NEXT MEETING

Confirmed that the next meeting of the Council would be held in the Village Hall on Monday, 17 June 2006 at

7.30pm preceded by opening of Medstead Road footpath at 7.00 pm and Parishioners’ Question Time at 7.15 pm.

 

CLOSURE OF MEETING
