08.12 APOLOGIES FOR ABSENCE
Apologies were received and accepted from Councillors Gill
Young (unwell) and District Councillor Patrick
Burridge.
08.13 CONFIRMATION OF MINUTES
The Minutes of the Annual Council meeting held
on 19 May 2008, copies of which had previously been circulated, were confirmed.
Chairman Edward Neish signed them as a true record.
08.14 DECLARATIONS OF INTEREST
Councillors were reminded that if any
of the circumstances which affect the declarations completed last May
have changed, these should be advised
to the Monitoring Officer.
08.15 REPORTS FROM ADVISORY PANELS AND ITEMS FOR
REFERRAL
I) Development
& Planning Advisory Panel
a) The Council considered one application. Proposed, Seconded and RESOLVED that the
comments of
the Council be forwarded to EHDC as follows:

II) Highways and Footpaths Advisory Panel:
a) Temporary Speed Limit Reminders
Clerk and
Chairman Edward Neish informed Council that Hampshire Highways had advised that
2 SLRs
had been acquired
for deployment in East Hampshire. Clerk
had provided details of preferred
sites. It was noted that this road safety initiative
had been taken up at County level and that solutions to
maintenance
complications were being sought, perhaps using Amey, the new County framework
contractors. Beech
Parish Council’s own report on Vehicle Actuated Speed Signs detailing its plans
for
the purchase
of a Speed Indicator Device had been sent to the County’s Transport Team and a
response
was awaited.
b) Hampshire Countryside Access Forum – Paths
Partnership meeting Thursday, 9 October 1 – 5 pm.
No
Councillors currently available to attend.
III) Community
and Environment Advisory Panel
a) SEERA – Review of
Sub-Regional Allocation of Land-Won Aggregates – questionnaire for completion
by 8 August referred to
Councillor Ian Gibson for response, if appropriate.
b) HCC – Changes to Adult Services Grants Programme – referred to
Councillor David Woodroofe for
response (consultation
period ends 28 July 2008).
c) EHDC Housing and Property Services Standards – Leaflets referred to
Councillor Anne Burridge for
comment.

08.16 VILLAGE HALL – Further Grant Request
Planning permission had now been
granted and application to the Big Lottery was progressing. Following
consideration of the Village
Hall’s request for a further pledge of funds, Councillor Ian Gibson Proposed,
Seconded Councillor Anne Burridge
and RESOLVED: That Council were prepared
to offer a further £10,000
(ten thousand pounds) to the
re-development of Beech Village Hall subject to the provision by Beech Village
Hall of a Business Plan which
demonstrates that the funding and resources they have available would be
sufficient to take building to
completion. Council wished to ensure
that a grant of this size, made from public
funds, was safe-guarded and that
monies were going towards a viable project.
Council would welcome the
opportunity to discuss re-development
plans regularly with representatives of the Village Hall.
08.17 TRAINING
Hampshire
ALC – Chairmanship Skills – Wednesday, 16 July at Maltings Centre,
Council
approved attendance of any Councillor available to attend at a cost of £25 per
delegate.
08.18 HCC
– East Hampshire Passenger Transport Forum (Tuesday, 1 July at 10 am at EHDC)
No
Councillors available to attend.
08.19 Report
of HAMPSHIRE ALC REPRESENTATIVE
a) Councillor
Norman Miles reported on the Executive meeting held on 7 June and the District
Association
meeting on 11 June.
The Executive had been advised that affiliation fees for 09/10 recommended
to rise by
3% plus a small element to fund
cost of legal service from Headley’s. At
the District Association, Daryl
Phillips of EHDC spoke about
plans for e-planning and concerns about an increase in fly-tipping. Future
meetings would be addressed by
Hampshire Highways and attended by District and County Council Officers.
b) Hampshire ALC AGM
to be held on Saturday, 27 September at St Swithun’s School, Winchester NOTED
c) National Association of Local
Councils AGM – 8th October 2008 at 11.00 am in London NOTED.
