07.91   APOLOGIES FOR ABSENCE

Apologies were received and accepted from Cllr Norman Miles (unwell).

 

07.92   CONFIRMATION OF MINUTES

The Minutes of Council Meeting held on 25 February 2008, copies of which had previously been circulated, were confirmed.  Chairman Edward Neish signed them as a true record.

 

07.93   REPORTS FROM ADVISORY PANELS AND ITEMS FOR REFERRAL

            I)     Finance & General Purposes Advisory Panel

                    Cllrs Edward Neish, Ian Gibson and Anne Burridge appointed to panel to consider Clerk’s salary review

                    and make recommendations to Council at next meeting.

           II)     Development & Planning Advisory Panel

                    a) Previous Applications - EHDC Decisions were NOTED:

                        21720/002/FUL   Beechwood, 36 Wellhouse Road   Five dwellings and garaging following demolition

                                                                                                             of existing                       WITHDRAWN

                    b) Consultation by HCC on proposed changes to the Planning and Related Application Registration

                        Requirements (1APP).   No comments to be forwarded to HCC.

                                 

07.94   VILLAGE HALL REPORT

           Chairman proposed, Seconded by Ian Gibson and RESOLVED that Standing Orders be suspended to allow the            Chairman of BVH, Peter Cox, to report to Council. 

 

           Mr Cox advised that the plans for the redevelopment of the hall had been presented to the village on 25 January and had been well received.  BVH had now applied to EHDC for Planning Permission.  Once received, the Big

           Lottery application would hopefully be progressed. 

 

            Standing Orders reinstated.

 

07.95   DRIVER FEEDBACK SIGNS    

           Cllr Ian Gibson circulated a report on the feasibility of providing signs in the village, including estimates for costs

           of between £3 - £4,000 per unit.  Agreed that Hampshire Highways and Police be approached for approval and

           costs be confirmed for further consideration at April meeting.

 

07.96   EAST HAMPSHIRE CORE STRATEGY – Issues and Options

           Chairman thanked Cllrs Anne Burridge and Peter May for viewing and drafting responses.  Council approved

           their recommendations including request for policies to address drainage/water course issues, maintenance of gap

           between Alton and Beech and that change of use from business to residential be considered on a case for case

           basis.  Clerk to forward comments to EHDC in a form that identifies Beech Parish Council as respondent rather

           than anonymously through website.

07.97   HAMPSHIRE ALC REPRESENTATIVES

           Norman Miles had attended the District Association meeting to be held on 12 March 2008 and would provide a

           full report at the April meeting.  Clerk advised that this meeting had been told that EHDC were postponing the

           move to full e-planning to an unspecified date.  However, Cllrs Anne Burridge and David Woodroofe to provide

           equipment at April meeting to allow meeting to consider any planning applications without the need for paper

           copies.

 

07.98   FINANCE

           I)    Grant Request: Council considered a request from Victim Support and agreed a grant of £60.00.

           II)  Payments authorised:   

                  Proposed Anne Burridge and Seconded by Gill Young RESOLVED:                                             

                  i)      Mrs S Gillard: Clerk’s Net Salary, Allowance and Administration Expenses (Mar 2008)    £478.90

                 ii)    HCC – Pension Payments (employer’s & employee’s contribution for Feb 2008)               £91.55

                 iii)    Victim Support  Hampshire & IOW                                                                                 £60.00

                 For payment 1 April 2008:

                 iv)   Hampshire ALC – Annual Affiliation Fees 08-09                                                            £163.00

07.100 DATE OF NEXT MEETING

  Confirmed that the next meeting of the Parish Council to be held in the Village Hall on Monday, 21 April 2008 at

  7.30 pm preceded by Public Question Time at 7.15 pm.
