08.91 APOLOGIES FOR ABSENCE
Apologies were received and accepted from Councillors Anne
Burridge (College commitments).
08.92 CONFIRMATION OF MINUTES
The Minutes of the Parish Council Meeting held
on 9 February 2009, copies of which had previously been
circulated, were confirmed. Chairman Edward Neish signed them as a true
record.
08.93 REPORTS FROM ADVISORY PANELS AND ITEMS FOR
REFERRAL
I) Finance
and General Purposes Panel
Councillors Ian Gibson and
David Woodroofe were appointed as the F&GP Panel to consider matters
including review of the
annual accounts once prepared after the year-end. Date to be mutually agreed.
II) Development
and Planning Advisory Panel
a) Two applications were considered. Proposed, Seconded and RESOLVED that the
comments of the
Council be
forwarded to EHDC as follows:
i) 20447/002
Glenderry, 52 Wellhouse Road
Single storey extension to side, bay window and
veranda
to front with conservatory to side NO
OBJECTION
ii) 34932/001
1 Cramptons Prune one horse
chestnut and one lime tree. NO
OBJECTION
b) A letter from
the Planning Inspectorate regarding changes to the planning appeal process had
been
previously
circulated to Councillors. NOTED.
III) Highways and
Footpaths Advisory Panel:
a) Village
30
HCC Traffic Order to impose 30 mph speed limit
throughout Beech had been effective from 2 March 2009. New gateways and signage had now been
completed.
08.94 VILLAGE HALL
Councillors considered the request
from the Village Hall Committee to release the second grant of £10,000. All
were satisfied that these additional
funds were required to take the re-development to completion and that such a
grant would bring benefit to the
village. Proposed Edward Neish, Seconded
Peter May and unanimously
RESOLVED: That a second grant of
£10,000.00 be made to the Village Hall at a date to be mutually agreed
between the Clerk and Village Hall Treasurer
but not before 5 May 2009 (maturity date of High Interest Bond).
There would be no requirement to
designate these funds to a specific part of the re-development.
08.95 EHDC SAFER NEIGHBOURHOOD AND COUNCILLOR EVENING
To be held by the Community Safety Liaison officers on
Wednesday, 22 April 2009 at the Maltings, Alton
between 6.30 – 8.30 pm.
Councillor David Woodroofe and/or Clerk to attend.

08.96 ANNUAL COUNCIL MEETING
To be held on Monday, 19 May 2009. This is the Council’s 10th
anniversary, the first Beech Parish Council
Meeting having been held on 14 May 1999. It was agreed that a Reception would be held
before the Council meeting
between 7 – 8 pm. A general invitation
would appear in the village Newsletter, with personal invitations
to be sent to ex-Councillors and Clerk and other
interested parties.
08.97 Report of HAMPSHIRE ALC REPRESENTATIVES
Councillors Gill Young and Norman
Miles reported on recent District Association meeting and AGM that had
been held on Wednesday, 11
March. Speakers’ topics included rural
bus services, HAT meetings, relaxed
planning rules and e-planning. At the AGM, Sue Halstead had been re-elected
as Chairman. Norman Miles had
stood down as vice-chairman but would
remain as a member of the Hampshire ALC executive committee.
08.98 FINANCE
a) AGREED that Mrs Sandie Fisher be appointed as
Council’s Internal Auditor and be asked to carry out an Internal Audit using the internal audit tests as set out in
Appendix 9 of the Governance and Accountability in Local Councils in England and Wales Practioner’s Guide 2008.
b) Local Council Review Publication – AGREED that
one annual subscription be ordered through Hampshire
ALC at £13.50.
