06.88   APOLOGIES FOR ABSENCE

  Apologies were received from Councillors Jenny Paterson (unwell), Ian Gibson and Patrick Burridge.

 

06.89   CONFIRMATION OF MINUTES

  The Minutes of the Council meeting held on 19 February 2007, copies of which had previously been circulated,

  were confirmed.  Chairman John Henderson signed them as a true record.

 

06.90   REPORTS FROM ADVISORY PANELS AND ITEMS FOR REFERRAL

           I)   Finance & General Purposes

                 Next meeting to be arranged for after the Elections.

           II)  Development & Planning Advisory Panel

a)   One application was considered: Proposed, Seconded and RESOLVED: That Council’s

          comments be forwarded to EHDC as follows:

       i)   F50111/FUL   6 Wellhouse Road   Conservatory to rear                      NO OBJECTION

                       Due to meet in April.

IV)           Community and Environment Advisory Panel

a)             Transport Representative – ideally someone (not necessarily a Councillor) who uses public

                      transport.  To be mention in next newsletter article.

 

06.91         EAST HAMPSHIRE DISTRICT LOCAL DEVELOPMENT FRAMEWORK – Submission Statement of

                 Community Involvement

     No comments to be forwarded to EHDC.

 

06.92         SEERA – Regional Housing Strategy Review 2007

      Council decided against completing the questionnaire on how the Regional Housing Board should allocate its funds from 2008-11, preferring to restrict its comments to proposed housing numbers.

 

06.93         ANNUAL PARISH MEETING – Monday, 26 March 2007 at 7.30 pm

     County Councillor Mark Kemp-Gee and Beat Officer PC Lucy Ryan had confirmed their attendance.

 

06.94         PARISH COUNCIL ELECTIONS – 3 May 2007

     Clerk had nomination packs available for candidates.

 

06.95         FINANCE

a)      High Interest Bonds – Council approved reinvestment of bonds as they mature with a further review after

           elections.

                 b)  Council approved purchase of two copies of ‘The Parish Councillors’ Guide’ from HAPTC at a cost of

                      £13.50 each.  One copy to be available to Councillors, the other to be held by Clerk.

                 c)    Payments authorised: 

                    Proposed Edward Neish, Seconded June May

                    RESOLVED: i)     Mrs Sheron Gillard: Clerk’s Net Salary, Allowance and Administration

                                                Expenses (March 2007)                                                                      £469.29

                                         ii)     HCC - Pension Payments (contributions for March 2007)                       £79.52

                                         iii)    Beech Village Hall – hire charges 2006-07                                           £144.00

                                         For payment 1 April 2007:

                                         iv)    HAPTC – Affiliation fees for 2007-08 & NALC levy 07-08                  £164.00

                

06.96    REPORT OF DISTRICT COUNCILLOR

            Chairman John Henderson had received the following report from Councillor Patrick Burridge:

            a)  During discussions at the Abbey, Abbot Giles had expressed some interest in the Council’s proposal to find

                 land for a cemetery.  Clerk to write to Abbot Giles formally.

 

06.97    REPORT OF HAPTC REPRESENTATIVES

            Councillor Norman Miles advised:

a)    Given County Association opposition (including HAPTC’s), NALC’s proposal to set up a national data base

     in unlikely to go ahead at present.

b)    EHDC Planning Services Changes – These proposals had not been well received by EHDAPTC.  There was

     concern about the pressure and difficulties this would cause the smaller parishes.  These views had been

     forwarded to EHDC.

c)    HAPTC Executive had discussed the possibility of the Hampshire Association withdrawing from NALC.

                 Views had been varied but it had been decided to consult further with District Associations and Parish

                 Councils before deciding whether matter be put to the AGM in October.  EHDAPTC had decided that to

                 withdraw could weaken the sector and that it would be better to seek change from within NALC.

d)    Draft revisions of HAPTC’s Standing Orders and Constitution were discussed and all present approved

     proposed changes.  District Association to be advised.

06.99    NEXT MEETINGS

   a)  Annual Parish Meeting – to be held in the Village Hall on Monday, 26 March 2007 at 7.30 pm. 

            b)  Confirmed that the next meeting of the Council would be held in the Village Hall on Monday, 16 April

                 2007 at 7.30pm preceded by Parishioners’ Question Time at 7.15 pm.
