08.59  APOLOGIES FOR ABSENCE

           Apologies were received and accepted from Councillor Gill Young (unwell).

 

08.60  CONFIRMATION OF MINUTES

  The Minutes, copies of which had previously been circulated, were then confirmed.  Chairman Edward Neish

  signed them as a true record.

 

08.61  DECLARATIONS OF INTEREST

           Chairman Edward Neish declared an interest in planning application 24697/006 - 45 King’s Hill

  his interest being that he is acquainted with the applicants.  Since this interest was not considered prejudicial, he

  remained in the room during the item’s discussion and decision by Council.

          

08.62  REPORTS FROM ADVISORY PANELS AND ITEMS FOR REFERRAL

           I)      Finance and General Purposes Panel

                    Councillors Anne Burridge, Edward Neish and Gill Young and Clerk met on Monday, 10

                    November to consider and make recommendations to Council on the following:-

a)            New Model Publication Scheme under Freedom of Information Act.

   Councillor Anne Burridge and the Clerk had consulted on the new requirements and produced a new

   Publication Scheme for the Council.  Councillor Ian Gibson Proposed, Seconded Anne Burridge and

   RESOLVED: That Council adopt the New Model Publication Scheme, as required by the Information

   Commission, with effect from 1 January 2009.

b)            CLG –Consultation on revisions to Code of Conduct for Local Authority Members and proposed

   introduction of a model code of conduct for local government employees.

   Councillor Gill Young producing report and comments for forwarding to CLG by 24 December 2008.

c)            Budget/Precept 2009/10 – see item 08.65.

          

           II)     Development and Planning Advisory Panel

                    a)      Two applications were considered.  Proposed, Seconded and RESOLVED that the comments of the

                             Council be forwarded to EHDC as follows:

i)                    24697/006   Kingswood, 45 King’s Hill   Replacement stable with garage       NO OBJECTION     with comment: NB. Site is on a dangerous sharp bend and therefore contractor’s vehicles should demonstrate extra care when entering and leaving site.

ii)                  36846/003   86 Medstead Road   Prune 5 Beech Trees                                    NO OBJECTION

                    b)      Previous applications – EHDC Decisions NOTED:

                             i)          40025/002   Kineton, 30 King’s Hill   Extension to front                        PERMITTED

c)            Council are greatly concerned that despite their regular comments on planning applications related to

                     the problems of heavy rain fall in Beech, the District Council do not include a condition regarding

                     the disposal of surface water on site when permitting a Planning Application.  (It was noted that some

                     applications already included this provision at submission).  Clerk to enquire of EHDC whether

                     District have the power to include and enforce such a condition.

            III)   Highways and Footpaths Advisory Panel:

a)     Village 30 – update

Mott Gifford had advised that Council can expect to receive plans towards the end of the year.  Works

                          are programmed for March 2009.

b)    Temporary Road Closure Notice - Medstead Road from its junction with Wellhouse Road for

  a distance of 300m east of that point.  For a 3 day period between 16 December-16 March 2009.                  

  NOTED.

           

            IV)   Community & Environment Advisory Panel:

                    It had not been possible to hold a meeting of the panel and therefore Council would not be commenting on

                    the Hampshire Fire and Rescue Service Plan, DCLG’s consultation document on byelaws and SEERA’s

                    consultation on Gypsy and Traveller Accommodation Needs.

 

08.63     CEMETERY

            a)    A successful parish meeting had been held on Monday, 3 November at the Village Hall following the

                   publication of the Chairman’s article in the Beech Newsletter.  Whilst numbers attending were relatively

                   small, all present were in favour of the proposals and messages of support had also been received from those

                   unable to attend.  No objections had been received to date.

            b)    In the light of this support from the village, Council were keen to progress the project as soon as possible.  It

                   was proposed that a further letter be sent to Abbot Giles at the Abbey indicating that the Council believed

                   that the village had demonstrated its support and to offer to arrange the land valuation through the District

                   Valuer.  Once land purchase had been agreed, Council anticipate that a topographical survey, water tests and

                   planning permission would be sought.

 

08.64   TRAINING  

             a)    Cllr Ian Gibson had attended the Parish Sector Finance for Practitioners training on 12 November 2008

at Calmore Community Centre, Totton.  He reported that the session had been very informative with an

excellent speaker.

            b)    Attendance at training session on Legal Topics for Local Councils to be held on Friday, 20 February 2009

                     and Wednesday, 25 March 2009 in Winchester to be decided at January meeting.

           

08.65   FINANCE

a)  Precept/Budget 2009-10 – Following a report by F&GP, Council debated Council’s budget and precept

     for 2009-10 in detail.  Proposed: Cllr Ian Gibson, Seconded: Cllr Peter May and RESOLVED: That a)

     £8,000 be transferred to reserves and b) Precept for 2009-10 be set at £12,000, this being a nil increase on

     2008-09.

b)  Payments authorised:

08.67   NEXT MEETING

            a)    Confirmed that the next meeting of the Council would be held in the Village Hall on Monday, 19 January

                   2009 at 7.30 pm preceded by Parishioners’ Question Time at 7.15 pm. 

 

CLOSURE OF MEETING      

Chairman thanked all present for their attendance, wished them a Happy and Christmas and closed the
