09.47  APOLOGIES FOR ABSENCE

           Apologies were received and accepted from Councillors Peter May and Ian Gibson.

 

09.48  CONFIRMATION OF MINUTES

  The Minutes of the Parish Council Meeting held on 21 September 2009, copies of which had previously been

  circulated, were confirmed.  Chairman Edward Neish signed them as a true record.

 

09.49  DECLARATIONS OF INTEREST 

           Chairman Edward Neish declared an interest in planning application 31495/006  Roughwood House,

           22Wellhouse Road, his interest being that he is acquainted with the applicants.  Since the interest was not     

           considered prejudicial, he remained in the room during the item’s discussion and decision by Council.

 

09.50  REPORTS FROM ADVISORY PANELS AND ITEMS FOR REFERRAL

           I)      Finance and General Purposes Advisory Panel

                    Council appointed Councillors Edward Neish and Peter May to meet with Clerk to consider Budget and

                    Precept for 2010-2011.  Recommendations for Council’s approval to be brought to November meeting.

           II)     Development and Planning Advisory Panel

                    a)      One application was considered.  Proposed, Seconded and RESOLVED that the comments of the                             

                             Council be forwarded to EHDC as follows:

                             i)  31495/006   Roughwood House, 22 Wellhouse Road   Field shelter and hay barn, change of use of                                                              

                                land to residential curtilage to incorporate swimming pool and sunhouse.

                                OBJECT to change of use of land from agricultural to residential.

                                NO OBJECTION to field shelter and hay barn.

                    b)      EHDC Decisions – NOTED:

                             i)   21720/004  36 Wellhouse Road   Five Dwellings With Garages Following Demolition Of

                                  Dwelling (Variation Of Pp.21720/003) (As Amended By Plans Received 17/09/2009)

                                                                                                                                                        PERMITTED

           III)    Community and Environment Advisory Panel

                    a)      EHDC – Consultation on Provision for Gypsies, Travellers and Travelling Showpeople.

                             Councillors confirmed the following response sent to EHDC and thanked Ian Gibson and Edward

                             Neish for drafting this on the Council’s behalf: Beech Parish Council notes the absence of policy

                             within the current SE Region Plan which includes an Interim statement only:  It supports EHDC’s

                             approach to this issue and the need for definitive hard data as to need before taking decisions: Is not

                             aware of sites within Beech parish that would meet the criteria of being available, suitable, or

                             achievable as defined in the documents we have considered.

                          b)      Gambling Act 2005 – EHDC Review of Policy Consultation

                             Councillor Anne Burridge to consider document and draft comments for Council approval at

                             November meeting.  Comments required by EHDC by 4 December 2009.

 

09.51   PARISH TRANSPORT ANNUAL MEETING

            To be held on Saturday, 14 November 2009 in Winchester.  No Councillors were available to attend.

 

09.52   HAMPSHIRE ALC

a)  Councillor Gill Young represented Beech Parish Council at the County Association’s AGM on Saturday, 10

     October at St Swithun’s School, Winchester.  Apologies had been received from Cllr Peter May.

     More than 75% of Hampshire parishes were represented at the meeting which, together with AGM business,

     heard a presentation on the Village 30 scheme.  Officers from Hampshire Highways reported that the county

     is moving towards its targets for lowering traffic speeds and improving child safety on the roads.

     Cllr Colin Mercer was re-appointed as Hampshire’s NALC representative.  Clerk to clarify situation

     regarding opportunities for parishes to debate resolutions at future AGMs with Chief Executive of the County

     Association.

b)  The District Association require a Vice-Chairman and a Secretary.  Beech Parish Council was unable to assist

     with either of these roles.

c)  Review of HCC Parish Council Charter.  Clerk to complete Survey on Council’s behalf, as appropriate.

d)  Hampshire ALC website – Councillors can obtain full access to this site on application to the Clerk.

 

09.53   PARISH PLAN

            Chairman’s newsletter article (previously circulated to Councillors) outlined the reasons why it was important for

            Beech to have a Parish Plan and promoted a presentation by Linda MurrayMunday, EHDC Community Planning          

            Co-ordinator arranged for Monday, 16 November (prior to the Parish Council meeting).  It was hoped that a

            Committee to produce a Parish Plan would be appointed at this meeting.

 

09.54   FINANCE

a)  Second quarter Receipts & Payments summary to 30 September 2009 presented to Council showing bank

     reconciliation as follows was NOTED:  Cllr Anne Burridge confirmed bank balances correctly reported by

     initialling bank statements.

     Balance carried forward to 1 October 2009                   £45,815.85

 

b)  High Interest Bonds – Council asked F&GP to consider the purchase of additional bond/s.

c)  Payments authorised:      

                 Proposed: Cllr Gill Young, Seconded David Woodroofe and RESOLVED:

                 i)              HCC - Pension Payments (employer’s & employee’s contribution for October 2009)       £111.94

                 ii)  Mrs Sheron Gillard: Clerk’s Net Salary, Allowance and expenses (October 2009)       £474.10

                

09.55   CORRESPONDENCE

            The following items were formally received:

                   HCC Pension Fund Annual Report and Accounts 2008/09.

 

09.56   MEETING DATES
