This application for neighbourhood area designation is submitted to East Hamsphire District Council under the neighbourhood Planning General Regulations 2012 (SI 2012/637)
It is submitted on behalf of Beech Parish Council.
The signatories to this document are two members of Beech Parish Council who were authorised to sign the document at the meeting of Beech Parish Council on 13 February 2017.
A map showing the boundary ( purple edge) is provided in Appendix A to the application. The map is reproduced from Ordnance Survey Mapping on behalf of the controller of HMSO Crown Copyright. Licence no : MC100039475. The area in question includes whole of the area of the Beech Civil Parish. Beech Parish Council proposes the designation of the whole area of Beech Civil Parish in line with the requirements of the Town and Country Planning Act 1990 section 61G (3)(a) (As amended by the localism act 2011).
Justification for the Designation of the Neighbourhood area
Beech Parish Council worked with East Hampshire District Council to prepare The Parish of Beech Village Design statement in 2002. This document has served both organisations well. However, Beech Parish Council is keen to take a longer term and broader view of planning policy is respect of refining and implementing the adopted EHDC Local Plan: Joint Core Startegy to suit and reflect the distinctive needs of the parish.
Beech Parish Council believes the most effective policy vehicle for doing so is the preparation of a Neighbourhood Plan covering the Parish of Beech. It therefor proposes to expand the guidelines and proposals in the Village Design Statement into policies encorporated in a proper Neighbourhood Plan for formal community, landowner and other stakeholder engagement through 2017 and expect the plan to be submitted early in 2018.
